Power Distribution Center or in laymans terms, "fusebox". The one under the hood.

Good news after peeling away tons of old tape and getting the adhesive crap stuck on my hands I believe I found it, Three wires going into one, these wires are red with a white stripe. (hopefully they should be that color) So now how do I go about redoing it, should I undo the splice, then cut a bit off each and then cut the insulation around them off a bit and connect them?

One red and 3 red /white stripe. Undo it, clean up the wires and solder is the best method. Then re-tape .

After all that hardwork it still will turn over but won't start, so I'm pretty much back to square one.

I had the same trouble. Dropped the fuel tank and realized I didn't have power to the fuel pump. I stripped the tape back on the wires and found my splice... all that was left of it was dust, no connection at all. I wish I would have know about the splice before I dropped the fuel pump...

You can also swap the starter relay with the fuel pump relay (if they are the same) to rule the relay out...

Both. But it's better to fill the buz during restroom breaks. Worked for me in school.

BTW: I would just check the fuel pump or the electrical system such as the PCM box.
